Location ? St. Helens Phil has been at St. Mark?s Haydock for the last 19 years, where they transitioned to the cell model in January 1998. He wrote ?The Challenge of Cell Church? in 2001 and formed the Anglican Cell Church Network soon after. Currently, Phil is planting fresh expressions in the Liverpool diocese, including a cell church in the Police Force, a Caf? church and several other missional cell plants. In particular he is promoting and developing the concept of ?Lake and River? church, encouraging cell churches to embrace and work with 2 primary models that reflect both inherited and emerging patterns. He is also co-ordinator of Anglican cell UK and on the vision team of Cell UK
